Instow Parish Council has recently (IPC
Meeting - December 2008) adopted a Model Publication Scheme as recommended by
The Information Commissioner in a directive entitled “Freedom of Information:
Fulfilling your Obligations to Disclose Information”.
As part of this process IPC has also completed and adopted (IPC Meeting –
January 2009) a “Guide for Information” that can be obtained from the Clerk on
application.

Seats
In a recent health and
safety/risk assessment inspection of the parish seats at Instow it was necessary
to condemn (unstable and irreparable) one of the seats that had been placed
there in memory of “Bob Thomlinson”. Unfortunately there is no record of the
donor of this seat so it has not been possible to advise them of the decision
taken. If anybody has any knowledge of the details of the donor or someone who
might be aware could they contact me.

QUALITY PARISH STATUS
PRESS RELEASE "I am pleased to inform you that Instow Parish Council
was officially presented with its Quality Parish (QP) Certificate at The
Commodore Hotel, Instow during the evening of Thursday 15th December 2005 by
The Countess of Arran DL. Lady Arran is the President of The Devon Association
of Parish Council (DAPC) and she was accompanied by Lesley Smith who is the
Secretary of the DAPC.

Lady Arran said that Instow should be extremely proud of its Parish Council
for having achieved this much sought after Quality Parish status that
indicated the council was operating in a most effective and efficient manner.
She said the parishioners of Instow should be extremely proud of their council
who were only the second town/parish council in North Devon (and the 16th in
Devon) to achieve this prestigious award.
Lesley Smith paid compliment to the Clerk for having constructed the QP
application in a most meticulous and painstaking manner. Cllr Johns thanked
Lady Arran for making the presentation and welcomed all the guests of the
parish council who were present. He added that Instow possessed a terrific
community spirit and tangible sense of togetherness which augured well for the
future.

QUALITY PARISH STATUS
PRESS RELEASE
Instow Parish Council is delighted to report that it has recently been awarded
“Quality Parish Status” and is now one of only a hand full of Town and Parish
Councils in Devon with such a status. It is in fact the 16th council in Devon
to achieve this status and the 2nd in the North Devon area.
The Quality Parish scheme was designed and launched in June 2003 (following
the Government Rural White Paper 2000) and provides a benchmark minimum
standard for parish and town councils and enables them to better represent the
communities they serve. The scheme also aims to give enhanced relationships
between local councils, principal authorities and community and voluntary
sector organisations.
In order to achieve QP Status parish and town councils must demonstrate that
they have reached the standard required by passing several tests i.e.: -

Communications
Annual Report
Accounts and
Code of Conduct
These tests exceed the statutory duties of parish and town councils and
represent the standard that an efficient, well run parish council should
achieve.
Lesley Smith (Parish Councils Officer - Devon Association of Parish Councils)
said, “DAPC is delighted that Instow has gained Quality Parish Status - it's a
credit to the hard work of the clerk and members, and very good news for their
community. I thinks its brilliant that a relatively small parish is able to
achieve this - it says a lot about the good work of Devon's local councils”
Devon County and North Devon District Councillor Rodney Cann said, “This is a
well deserved recognition for an excellent parish council. Instow has a unique
community spirit and the parish council and its Clerk work tirelessly to
reflect and harness this much sought after quality”.
Anthony Johns (Chairman of Instow Parish Council) said, “I was delighted to
hear that we have been awarded Quality Parish Status. This is a great
achievement and is great news for the parish of Instow”
Roger Jacob (Clerk to Instow Parish Council) said, “I am delighted that Instow
has been recognised in this fashion and achieved such a much sought after
award. Instow is a terrific community to serve and represent; everybody pulls
together in a very proactive and positive manner with the end result that
most, if not all goals and aspirations, are fulfilled. The parish council also
has an excellent and practical working relationship with both the District and
County Council - it is all about teamwork.
Parish Seats Review 2005
It has been necessary, for health and safety and insurance implications,
to meticulously inspect the parish seats along the seafront and where
possible recondition and maintain them to an acceptable standard. This
has meant, regrettably, that some have needed to be condemned as being
unsafe and/or un-repairable and, have, therefore, been removed; some of
these bear plaques the identity of the donor of which are unknown to the
Parish Council. It is the Council’s intention to retain such seats in a
safe place and for a period of at least 6 months, until such time as the
identity of the donor can be traced whereby negotiations can be realised
as to their suitable disposal. The ones that bear plaques and which the
council require some assistance in identifying their donor are as
follows: -
